| One of MAPS’ goals is to develop a statewide model for a “Culture of Learning, Justice and Accountability,” which is a culture that:
- strikes a balance between a punitive environment and a ‘blame-free’ culture;
- differentiates between individual behaviors and system failures; and
- recognizes humans make errors, yet should be held accountable for at-risk and reckless behaviors.
